Study On Regional Parking Scale Control And Management Method

With the rapid development of urban social economy,the degree of urban motorization continues to improve and people's dependence on motor vehicles to travel becomes more higher.This phenomenon not only brings a heavy burden to the road system,but also makes parking a major problem.After a series of practical explorations,it is recognized that the reasonable control of the parking scale and the effective parking management are effective way to fundamentally alleviate the parking problem.However,the traditional parking prediction model can not reflect the difference of different regions,and the adaptability of the calculation results is weak,which can not fundamentally cure the parking problem.Furthermore,the lack of systematic and effective management method is the common problem of the cities.In view of this,this paper proposes a demand forecasting and parking management method based on regional differentiation.Firstly,this paper studies the connotation and related theory of parking partition,which included that there are some limitations in the commonly used "four-stage" parking partitioning method.Therefore,this paper established a fuzzy clustering partition method through introducing the method of fuzzy mathematics.Secondly,depending on the partition method based on fuzzy clustering,and considering the goal of zoning for parking and the influencing factors of parking scale,this paper established aparking zoning system that starting from microscopic,gathering to medium,then transition to the macro,which can provide the basis for the implementation of the parking development strategy for urban differentiation.Then,based on the analysis of the influencing factors of parking demand scale,according to the service object of all kinds of parking facilities and parking behavior mechanism,this paper established a reasonable parking scale prediction model,which considering the coefficient of the road network capacity and the location condition and using the berth turnover rate conversion and correction.After that,on the basis of parking management experience of the domestic and foreign advanced city,this paper put forward the zoning of diversified management concept embodies parking management methods,which included parking management system,parking supply strategy,parking charge,parking information system and parking industrialization.Finally,taking Xi'ning City as an example,this paper uses the proposed method to carry out parking planning and demand forecasting in Xi'ning to verify the accuracy of the model.The study of the district parking scale control and management methods put forward by this papercan reflect the concept of differentiated parking management and to solve the problem of urban parking at a certain degree,which can give full play to the government guiding role on urban development and planning department and promote the harmonious development of the dynamic and static traffic.
