Development Of Zhenjiang Maritime Bureau's VTS Strategy

China has the most of Vessel Traffic Service (VTS) in the world after nearly four decades of development. As the development economics and improvement of science technology, governing the Country by Law, and building a service-oriented government,the development of VTS in China is facing a series of problem and challenges.According to the International Maritime Organization (IMO), it states that "A VTS is a service implemented by a Competent Authority,designed to improve the safety and efficiency of vessel traffic and to protect the environment. The service should have the capability to interact with the traffic and to respond to traffic situations developing in the VTS area". According to the The People's Republic of China ship traffic management system safety supervision and management rules, it states that "VTS refers to the protection of the ship traffic safety, improve traffic efficiency, protect the water environment, and it set by the competent authorities to implement traffic control and provide advisory services to the ship system". The VTS acts as a modern means of implementing maritime dynamic regulation in China's maritime organizations. It is responsible for the management and control of ship traffic flow in VTS-covered area,the implementation of traffic organization, the provision of information services and assistance services, and the responsibility of emergency search and rescue operations to achieve maintenance Traffic order, improve traffic efficiency, protect people, facilities and ship property safety. In this article, the author chooses Zhenjiang Maritime Bureau VTS as the research object, it aiming that studying the existing problems of VTS in order to improve the management and service level of VTS.This article first introduces the current situation of VTS construction and management in China and foreign country. I am wishing this research and study of VTS which based on Zhenjiang Maritime Bureau, it could trigger the managers and users of VTS to think deeply, so that they can get some valuable from this paper, it may provide a comprehensive, systematic and in-depth analysis and comment on the present situation and existing problems of VTS operation and management of Zhenjiang Maritime Bureau. This paper analyzes the root causes of these problems from the aspects of staffing, technical level, service concept and relevant laws and regulations of VTS. Then, we analyze and compare the current situation and function orientation of VTS in international and domestic, and find out the relationship between VTS management and service level of Zhenjiang Maritime Bureau. At the end of this paper,the paper puts forward some concrete countermeasures for the development of VTS in Zhenjiang Maritime Bureau, including how to clarify the supervisory responsibilities of VTS, how to improve the status of VTS in maritime system, how to change the management mode and how to build a high level contingent. With a view to improving the management and service level of Zhenjiang VTS, and then guiding the scientific development of VTS.
