Test phase is the last stage before Nuclear Power Plants (NPPs) put into operationcommercially. NPPs may be hindered to operate smoothly because of defects which come from engineering design, manufacturing process and devices installation. Key techniques and design programs can be verified by test and evaluation. So it can achieve the goals which defects can be found timely and technical indicators may be inspected whether meets the requirements to ensure NPPs can operate smoothly and relief the risk of operation.Firstly, the basic evaluation contents of the NPPs test phase are introduced. Evaluation criteria is proposed during the process of test and evaluation. Evaluation criteria consists of two parts which are indicator selection criteria and assessment criteria. Indicator selection criteria has seven parts including functional criteria, comprehensive criteria, independence criteria, feasibility criteria, quantitative criteria, hierarchy criteria and stability criteria.Assessment criteria can be divided into two parts which are qualitative and quantitative indicators standardization. After all of those level of NPPs evaluation can be determined. At last, indicator weights are fixed through variable weight theory based on analysis hierarchy process.Secondly, the methods of NPPs test and evaluation are researched. After fully considering the hierarchy and levels features of evaluation indicators systems, the weighted D-S evidence theory evaluation method are extensively studied which can solve the uncertainty of fuzzy comprehensive and evidences conflict of classic D-S evidence theory problems. At last, the advantages, disadvantages and suitability of evaluation methods are analyzed.Thirdly, based on Visual Studio 2010 and SQL database, the NPPs test and evaluation software is developed which achieves the goals of evaluation process standardization and rapid by modular design. The software also can manage the evaluation information which can meet the need of NPPs test and evaluation requirements.At last, indicator selection criteria, standardization and evaluation method are verified by the sample evaluation of reactor coolant pump cold operation test of Qin Shan NPP. At the same time, the basic workflow of the NPPs test and evaluation is given.Evaluation criteria and method which established in this paper have strong applicability to the NPPs. It can provide a reference for the test and evaluation of NPPs and technical method to safeguard nuclear power plant into commercial operation smoothly.
