The project procedure management refers to the process to come up with a plan and then put it into practice according to the work contents, work procedures, duration, and the relationships among the progress according to the overall project objective and the principle of optimal allocation of resources. And then, project procedure management analyzes the deviations which appear during the actual process, and adapts corrective measures or adjustments, so as to change the original plan and to put it into practice again. The goal is not only to ensure that the engineering construction project can be put into use before the pre-scheduled time and realize the investment efficiency timely, but also to maintain good economic order.This paper consists of five parts. The first part gives an introduction of the background information, the significance of the study and the status quo of the researches about the topic done by scholars from home and abroad. The purpose and the methods are made clear in this part. The second part gives a general idea about the project on the overpass between BEIHAI Road and BEIHUAN Road. Specific situations and the research scope of the subject are given.The third part, illustrating the process of the overpass project based on WBS according to the theories of procedure management of the project, gives examples on how to draw a Network Blueprint, and describes the crucial routes of the project by words and pictures. The fourth part discusses the dynamic control of implementing the project, expounding the principles,methods and measures of the procedure management to conduct the management of this overpass in the all-round way in terms of the organization, technique and resources. The fifth part analyses in depth about the mutual-depending and mutual-rejecting relationship between procedure management, quality control and the cost control, and comes up with an idea that the "three managements" should be monitored by the supervision company in order to achieve harmony and unity. For the conclusion part, it gives a generalization of the whole paper, and also introduces the topic which needs further discussion.
