Research On The Optimized Countermeasures About Public Bus TC Management Of Huizhou

Public transport is the "artery" of urban development,the basic support for the normal operation of urban functions and the key to enhance the comprehensive competitiveness of the city.Huizhou,as an important city for the construction and development of GuangdongHong Kong-Macao Greater Bay Area,its social economy is rapid development in recent years,also government spare no effort to implement the public transport priority development strategy.However,the phenomenon of low public bus sharing rate,low service level and low satisfaction rate of public travel still exists.TC management of public bus is gradually emerging in China in recent years.the premise is that the government purchases bus services,a bus management method with separate ticket and transportation,Huizhou takes the opportunity to create the first batch of public transport demonstration cities in first batch of public transport demonstration cities in Guangdong Province,combined with the actual situation of the city's bus industry in Huicheng District since 2017.This reform of the public bus industry management system from the source has really improved the public transport service level of Huizhou,improves the traffic sharing rate and coverage of public bus,provides more safe,convenient and comfortable public transportation for Huizhou citizens,promotes the healthy competition and sustainable and healthy development of the public bus industry in Huizhou.This paper takes the study of public bus TC management as the starting point,and the connotation of public bus TC management is analyzed and Huizhou is taken as the research object,introduces in detail the specific measures of implementing public bus TC management of Huizhou City.This paper summarizes the achievements and problems of Huizhou's public bus TC management through literature research,questionnaire surveys,discussion and investigation.Based on excellent experience of TC management in domestic and foreign cities,the paper puts forward the countermeasures and suggestions to optimize the public bus TC management of Huizhou combines with the theory of government purchasing public service and multicenter governance theory,which provides theoretical support and feasibility suggestions for the comprehensive implementation of the public bus priority development strategy.The smooth implementation of Huizhou's public bus TC management has realized the change from "subsidized after-the-sale" to "purchased before the purchase",promotes the transformation of public bus services from government unified supply to social diversifiedsupply.The introduction of an appropriate market competition mechanism has changed the pattern of public transport services in Huizhou,improves the quality of service supply and better meet the public's travel needs.The government purchase service provides a new idea for the development of China's public bus,but the government's purchase of public bus services still needs continuous improvement and more beneficial explorations and attempts.Finally,this paper puts forward countermeasures and suggestions to optimize the public bus TC management in Huizhou from the aspects of standardizing the calculation method of government purchase bus service subsidies,increasing financial support,improving the legalization,contractualization and openness of government purchase,mobilizing multiple parties to participate,regularly carrying out third-party evaluations and giving priority to the intelligent development of public bus.At last,it is hoped that the conclusions of this paper can provide some experiences for other cities similar to Huizhou to develop public transport.
