| The ecological environment of Yunnan Dashanbao Black-necked Crane National Nature Reserve is fragile,and the major protected object-population of black-necked crane is in imminent danger.Protecting black-necked cranes’ wintering habitat-subalpine marshy meadow(internationally important wetland)faces grim situation.Surrounding farmer households lives in hardship,and there is a fierce contradiction between protection and development.It is in an urgent need to solve such problems as moving out villages in this area moderately and orderly,reducing the affect that local residents bring to black-necked cranes and their habitats,exploring resettlement of inhabitant and following livelihood of farmer households and so on.Based on in-depth field survey and much detailed and accurate information of physical geography in conservation areas,social economy,animal and plant resources and so on,this thesis analyzes major problems at the present stage and draws lessons from the failure of the first batch of villages’ relocation.By learning experience of migration in the Three Gorges Project,cases of resettle residents from poor areas in Yunnan and so on,it initially builds up a planning system for relocation of villages in nature reserve,and forms a model for evaluating villages’ ecological impact by bringing in fuzzy analytic hierarchy process.With the reference of Yunnan government’s projects on relocating new villages and renovating old villages in recent years,villages in this area can be classified into three categories according to the level of their ecological impact-villages that need relocation firstly,that was in suspense of relocating and that stay at their original addresses.This thesis puts up two resettlement patterns-moving back to the nearest places and moving to remote places.Plans on relocating new villages are conducted,promotion plans are renovated,and parcel qualities are adjusted according to different categories and patterns.At last,empirical research is done by taking example of Dashanbao Nature Reserve and the relocation for ecological compensation of wetland Tiaodun River.Based on theory and empirical study,planning system for relocation of villages in Dashanbao Nature Reserve has been initially set up.This thesis explores the evaluation and classification method of villages’ ecological impact,provides planning strategies,and implemented project practice.The writer believes that Dashanbao Nature Reserve should orderly relocate villages in center area resettle them according to their category and moderately retain some agricultural and animal husbandry production activities,which can relieve the pressure of ecological protection;It ought to use new craft of construction with raw soil to build new villages,which can generate benefit in economy,style,comfort and other aspects;It is supposed to rely on agricultural and animal husbandry with plateau characteristics,high-quality ecological tourism resources,cultivation of farmer households’abilities and so on,which can create a path for the follow-up development of farmer households. |
