The evaluation method of construction project bidding and tendering plays an significantly important role in the socio-economic development and exerts great influences on national economy.It is of great significance for the healthy and ordered development of construction market to choose and determine an appropriate evaluation method of construction project bidding and tendering.Aiming at the evaluation method of “effective lowest price” employed in Hefei City,this paper profoundly analyzed evaluation methods of construction project bidding and tendering adopted in Heifei City based on Heifei City's bidding and tendering data.Researches conducted in this paper were as follows.(1)It summarized the development history of evaluation methods of construction project bidding and tendering and the effective lowest price.Furthermore,it investigated the research progress of domestic and overseas construction project bidding and tendering evaluation methods through literature review and generalized the major problems and core content that needed to be researched and solved.(2)It studied the regional distribution of domestic construction project bidding and tendering evaluation methods.Besides,it investigated and analyzed the approved methods of rational lowest price employed in typical provinces and municipalities to summarize these methods' characteristics.Moreover,it mainly introduced the evaluation method of “effective lowest price” adopted in Hefei City and compared this method with the above-mentioned method of rational lowest price.Through the SWOT analysis,it summarized 4 main strategies that Hefei City's evaluation method of “effective lowest price” employed to respond to market changes.(3)Through the questionnaire survey,this paper identified deficiencies and problems that Hefei City's construction project bidding and tendering evaluation methods had.It selected data of controlled price and the lowest bidding price of a typical specialty to conduct the contrastive analysis and thus found out the regular numerical value between the controlled price and the lowest bidding price.In addition,it applied the data simulation method to analyze procedures and parameters of Hefei City's present evaluation method of “effective lowest price” and summarized those key parameters that could affect evaluation results.(4)This paper utilized methods of system dynamics to analyze the correlation between the above influence factors and thus optimized parameters of the model.Furthermore,it put forward valuable suggestions aiming at the parameter optimization of “effective lowest price” evaluation method.(5)This paper established a GA-BP-based method to improve Hefei City's “effective lowest price” evaluation method aiming at this method's existing deficiencies.Based on detailed indicator system settings and applications of methods combination,it also was aimed at enhancing the objectivity and work efficiency of bidding evaluation.(6)This paper introduced BIM technology into the bidding and tendering process.Besides,it analyzed problems that the traditional construction project tender management system had and the research status and application value which BIM technology presented during the bidding and tendering process.In the end,it put forward a BIM-based overall design scheme of intelligent tender management system.
