Utility tunnel,intensive tunnel building in the underground,contains various pipelines,such as water pipes,heating pipes,cable pipelines,gas pipelines,communication pipe,etc.,which can meet the demand of basic empirical facilities,and the complete set of special operations facility to protect and control pipelines.In this way,it can not only effective utilize urban underground space,but reduce repeated excavation on the city roads and the huge impact of traffic jams,and can form good urban landscape.Besides,comprehensive utility tunnel between public goods and private goods belongs to the quasi-public goods.Despite its high upfront investment,the comprehensive utility tunnel operation period is long,which can save the operation and maintenance costs.It has obvious economic benefits,social benefits,and obvious externalities.With the explosion of population in our country and the advancement of urbanization,supporting municipal infrastructure pressure increases gradually.A large number of supporting infrastructure facilities need to be constructed.The project in the underground public space relatively insufficient quantity,scale of underground public space is far lower than municipal infrastructure projects,and it is urgent to improve the management level.Considering that geographical environment and policy environment affect construction technology of the utility tunnel,the paper devotes to the research of Beijing comprehensive utility tunnel construction projects.It has good construction environment,which are lack of engineering technical problem of underground construction,and the corresponding policy support,which provide possible for possible.The paper is buries to the study of the comprehensive utility tunnel project in Beijing,providing the experience for the future comprehensive utility tunnel project.At present,the Beijing utility tunnel construction scale is more than 109000 km,ranking first in the country.However,the scale of the underground pipe gallery in Beijing is much lower than the international level.Composite pipe gallery in Beijing has a lot of problems,for example,municipal facilities management system is not perfect,there is security hidden danger.The paper empirical analysis on the four typical comprehensive utility tunnel projects,comparing policy system,financing,construction mode and operational mode of the comprehensive utility tunnel construction projects in Beijing,through the case analysis and scheme comparison method.The paper found that comprehensive utility tunnel maintenance lack of founding,and the construction unit cannot reach consensus on interests with the professional management company by adopting management pattern of property management company operation management;there are lack of professional technician by adapting management pattern of pipeline unit separate management pipelines.Comprehensive utility tunnel project contains multiple stakeholders,which do things in their own way.In order to avoid those problems,and improve the construction level and operation effect,this article do a research on utility tunnel in Beijing,and put forward the whole life cycle management model of unified planning,implementation and management.Finally,this article selects Olympic Sports Utility Tunnel Project,and carries on the full life cycle of financial calculation.And quantitative verify that there are a huge economic benefit and fully self-sustaining ability.
