Research On Risk Management Of The Bidding Of The Materials Supplied By The Owner Of A Railway Construction Project

At present,and in the future for a long period of time,our country will still be in the golden period of railway construction.The material costs of a railway construction project usually account for 60%-70%of the total cost of the project,of which the majority materials supplied by the owner.The bidding work effectiveness of the materials supplied by the owner,is directly related to whether a railway construction project can be with a smooth progress,whether the project investment can be effectively controlled,whether the quality and safety of the project can be guaranteed from the source,and many other most important things.It is of great significance to study the risk management of the materials bidding of a railway construction project.Such risk management must be strengthened.In this paper,through the domestic and foreign researches on the risk management of bidding,combining with the development of our country’s bidding system and the current management situation of a railway construction project,referring to the traditional six stage project risk management theory,the paper draws a conclusion that the railway construction project bidding risk management theory.And according to the risk planning,risk identification,risk estimation,risk assessment,risk response,risk monitoring steps,comprehensive using the brainstorming,Delphi method,fuzzy comprehensive evaluation method and other scientific methods,the risk management system of a railway construction project bidding for the materials supplied by the owner is constructed successfully.The author also takes the FTXZJG project of Beijing railway center,as a case study on the risk management of the bidding of the materials supplied by the owner,furthermore,the correctness and practicability of the risk management system of the railway construction project bidding system is verified.And in the process of illustration,a very representative bidding risk identification table and effective response strategies,of the materials supplied by the owner of a railway construction project is obtained.It provides a useful reference for the bidding risk management of the materials supplied by the owner of a railway construction project.
