With the continuous development of social economy in our country,the construction on infrastructure has become more and more necessary.As one kind of investment and financing modes,Build-Transfer(BT)construction mode is evolved on the basis of Build-Own-Transfer(BOT)construction mode.Since BT construction mode has more obvious advantages than BOT construction mode does,BT construction model is conductive to integrate the advantages of the owner and the construction side during the project investment,sharing the risk reasonably and ensuring the normal progress of the project,moreover,it is also very important to speed up the innovation of investment and financing modeand promote the development of civil engineering industry.Although there are so many advantages of BT construction mode,under the influence of China's investment and financing environment,there are also so many uncertain factors in the project bidding process under the BT construction mode,which leads to mistakes in investment decision.As part of the implementation of the project,the bidding work is one of the most important steps in project management,the risk management of project bidding project completed on schedule is particularly important,therefore,it is necessary to study the bidding risk management,in order to reduce the risk in bidding.This thesis is based on this research background to take on research on the risk management of project bidding under the mode of BT construction.Firstly,this thesis introduces the basic concept of BT construction mode,project bidding and project risk management process.Secondly,by using the basic principle of SWOT analysis on the advantages,disadvantages,opportunities and challenges of the four dimensions of the BT construction project bidding under the mode of risk identification,and by determining the risk factors of BT construction project bidding mode through the risk analysis to construct the BT mode of construction project risk evaluation index system,this thesisselects the grey hierarchy evaluation model as the BT construction mode of project risk assessment evaluation method.Based on the analysis of the results of risk assessment,this thesisputs forward the method and measure of risk control of project bidding under the mode of BT construction.Finally,this thesis selects a new campus in Tianjin as an example to further deepen the risk identification,risk assessment and risk control of a set of processes.Case analysis results show that BT construction mode of the construction of project bidding risk evaluation index system in this thesis is correct.At the same time,this thesisalso verifies the rationality of the risk assessment method of the bidding project under the BT construction mode selected by this thesis.The whole thesis not only deepens the logical thinking of risk management,it also riches the BT construction mode of the tender project risk response measures,to ensure the normal construction of BT construction project bidding mode,it also has very important practical significance to maintainBTconstruction mode in rights and obligations of both parties.
