| Railway is the most important infrastructure in China and is the main artery for the development of the national economy.But with the recently increasing in the speed of the railway operations as well as the sudden occurrence of earth activities and other natural disasters,the safety of rail transport has always been of particular concern to operational management.At the same time,after the sudden accident of the railway,in the emergency response stage of emergency rescue,the relevant departments of railway must carry out emergency rescue in as short as possible to ensure the smooth flow of railway lines and the safety of life and property of the people.Taking Nanning Railway Administration as an example,on the basis of analyzing the theory of railway emergency transportation,combined with the railway emergency rescue train operating characteristics,traffic reliability theory of railway emergency resources transport was put forward and optimization model of the railway emergency rescue network layout and transportation optimization model of the railway emergency resources were established.Details are as follows:(1)Domestic and foreign research status of the railway emergency transport was analyzed,pointing out that most of the relevant researches are or limited to the location of the rescue facilities,or limited to the mobilization of social emergency resources,failing to carry out a systematic study of railway emergency resources transfer.(2)The causes,classification and characteristics of the railway emergencies were analyzed and the method of comprehensive fuzzy analysis was put forward to classify the demand level of railway emergency resources,and use the similar case method to forecast the demand of emergency resources.(3)The layout structure of the railway emergency rescue network was analyzed,and the emergency rescue network was divided into three levels.According to the influence of the operation of the train on the railway emergency dispatching command after the sudden accident,the reliability theory of the emergency rescue train was put forward.(4)The layout optimization model of the railway emergency rescue network and the transport optimization model of the railway emergency resources based on traffic reliability were established.Taking Nanning Railway Administration as an example,according to the existing emergency material reserves,the layout of the emergency network of Nanning Railway Bureau was optimized.Assuming all kinds of railway accidents which may occur in the network area,the scientific and reasonable transportation and optimization plans were given. |
