Urban rail transit network is key part of the city’s comprehensive transportation system, which plays an important role in city traffic organization and even urban operation. People are enjoying a safe, quick, convenient and comfortable urban rail transit system. However, we must recognize clearly the terrible damage to safe operation and life as well as property caused by a series of subway emergencies such as fire, flood and terrorist attack, etc. Response and dispose of subway emergencies are important topics and are meanwhile difficult because urban rail transit is underground mostly and the area with crowd. So the researches on that have great significance. As emergency rescue stations siting and resources settings are bases of establishing rapid and effective emergency rescue system, this paper has done the corresponding research after having analysed characteristics of network operation and subway emergencies and related technical, economic and social factors.In this paper, the concerned theories and models have been improved and completed by summarizing overseas and domestic research status and analysing emergency rescue actuality of urban rail transit network at present. Its core idea is to share the resources for emergency rescue among the urban rail net. And some practical advice has been put forward along the research process.Specific speaking, the research process is as follows. The quantity and location of emergency rescue stations have been determined by means of building different optimization planning models and comparing several schemes. This paper has proposed a few models on emergency rescue stations siting, including Response Time Model, Designated Locations Model, Average Optimal Model, Expenses Fixed Model and Emergency Rescue Quality Model. The way of getting the model solutions is programming with the optimization software Lindo. Then DEA theory and its model have been adopted to evaluate the effectiveness of emergency rescue settings and the improving methods have been provided. Furthermore, the recommendations have been made in details that about how to realize standardization of emergency rescue resources settings. Finally, a practical application of Beijing urban rail transit network on emergency rescue stations siting and resources settings has been conducted and relevant conclusions and suggestions have been given and explained, two schemes of emergency stations siting for decision and the optimization scheme of resources settings included.
