| Guangyuan communications infrastructure severely damaged in the 2008 "5.12" Wenchuan earthquake disaster area,in order to ensure the communication ability and service level as soon as possible to restore the pre disaster level,strengthen network security and emergency communication ability construction,China Mobile group Sichuan Co.Ltd.according to the need of development of communication services,decided to implement the first project of reconstruction of earthquake communication infrastructure after the earthquake in Guangyuan,the construction of North Sichuan Mobile Communication Center building project.TX investment projects with high tension and characteristics of large quantity,construction time,in addition,the project itself related to the comprehensive benefit of many complex engineering project,in the process,there is no scientific time control objectives,no comprehensive schedule,resource allocation plan and time plan does not match,there is no enough to check the tracking of time plan,not according to the actual situation to adjust the plan and project risk planning is not perfect,the risk assessment is not scientific,a series of problems of risk control is not in place,only to properly do good management of the entire project,including the time and risk management,to ensure the timely completion of the project.This paper first introduces the project time management and risk management application,analyzes the existing time management and risk management of TX project construction scale,content,objectives and problems in the project,and the reflection on the project time management and risk management.Next,time management,this paper mainly used to meet the actual needs of the project a series of project time management theory and methods,specifically,mainly including WBS task decomposition,milepost determination,critical path method.In the use of these advanced and practical basis on the theories and methods of project activities are decomposed,defines the Project 25 sub activities,and the project duration is estimated,so as to achieve the most accurate estimates of the project time and expected.On this basis,combined with professional software development and optimization of the project time plan,so that the project delivery time of 12 days ahead of schedule,to meet the requirements of the project construction cycle.In the aspect of risk management,this paper studies the risk management of TX project according to the project life cycle.First of all,the risk identification is the basis and premise of risk control.Therefore,in the process of project risk control,we carried out a full range of dynamic risk identification.It includes not only the decision-making stage,but also the implementation stage,the construction stage,and the final completion stage.Such a process throughout the project risk identification will minimize the risk of harm.Secondly,in order to identify the 15 risks,in-depth and professional analysis,in order to classify the different risks,and put forward specific and feasible measures.Finally,in order to ensure the implementation of the project time and risk,put forward the project time and risk management safeguards,including organizational security,resource protection,labor protection,etc.,for the completion of the project escort.In the process of project implementation,there is no major safety accident,and the quality and efficiency of each project can be guaranteed to meet the requirements of project risk management. |
