The purpose of public participation is to help the government improving their working efficiency,forming the city management structure and policy framework,and making the city management principles more fair and justified.It awakes the subject consciousness of the public,protects the public rights,and broadens both of the public acceptance for government information and the government acceptance for public participation.By the end of 1980s,public participation has been introduced into our country's city management field.As the modern concepts,such as 'human-orientation','welfare economy',and 'democratic participation',become more and more familiar by the public,the more voice has been rising for public participating,and it becomes a common awareness for the understanding of public participation.In recent years,the democratic consciousness and participate awareness become stronger,this can be reflected in many city management fields.However,problems still exist:firstly,the public participation is dispersed and lack of policy support.Secondly,duty and rights being not unified makes it harder for the public to express effective demand for the public property.Thirdly,lack of interest to participate due to the missing civil society matched with the market economy.This article is trying to clarify the connection between social mobilization and public participation through research and implementation within Shanghai environmental sanitation;position the social mobilization and public participation within the city management;discover the models and improve working process of social mobilization and public participation.This article divided into 5 parts:part one is theoretical discussion of city management and public participation.Mainly reviews and analyses public participation and the city management in theory,and presents theoretical principles of the research.Part two is practical experience and effects of public participation and city management in overseas.Part three is status review and analysis for the public participation and city management within environmental sanitation.Part four represents the common rules and structures of public participation.Part Five provides the assumption based on the scenario.Operational plans are put forward on the control of 'free stall chaos' for Shanghai environmental sanitation.
