With the rapid development of urbanization,motor vehicles show explosive growth,traffic congestion issue becomes increasingly prominent,which seriously restricts the sustainable development of cities.In order to fundamentally solve the problem of traffic congestion,the congestion pricing arises at the historic moment.The measures taken in developed countries which aim to alleviate urban traffic congestion problems have been proved effective.What is more,the performance of the whole road network have been improved greatly.Therefore,congestion pricing as an important measure to alleviate traffic congestion has obtained more and more attention.This paper studies the dynamic congestion pricing deeply and thoroughly by analyzing some relevant theories and models of traffic congestion pricing problems.(1)This paper summarizes and analyzes the shortcomings of the current situation of domestic traffic congestion pricing at home and abroad.Research ideas and content of dynamic congestion pricing based on road segment selection is proposed.(2)Related theories and methods of congestion pricing are reviewed.This paper introduces the traffic congestion pricing model which is widely used.Everything studied above is the basis of dynamic congestion pricing.(3)The dynamic pricing model is set up by choosing two road segments which are parallel and have the same origin-destination,making one of them as the toll road segment.Use the binomial Logistic regression model to predict the probability of the traffic flow transferring to other contact lines under different congestion degree.(4)Based on the optimal control theory,this paper establishes the road segment choosing model to determine the optimal probability of the travelers to select the toll road segment and ordinary road segment in the toll road network;then it also establishes the road segment model based on Logit model to determine the probability of the travelers to select the toll road segment and considers the toll rate in the Logit model to determine the dynamic pricing model and toll rate.(5)This paper makes an empirical study to verify the validity and practicability of the model.The object of study is two parallel road segments of same origin-destination on the main and auxiliary road in the western third ring road.The result shows that the toll rate varies with the degree of congestion of the road network.The toll rate is higher in more congested road network,whereas the road network is in good condition,the toll rate is lower.The minimum toll rate verified on the toll road segment is 0.29 yuan at 6:00 am,the maximum toll rate is 10.2 yuan at 17:30pm.
