With the rapid development of China's economic and the accelerated process of urbanization, urban economic activities have become increasingly frequent and the upgrading for residents purchasing power, which causing more traffic travel demand. The limited nature of urban road resources restricted the speed of road infrastructure, making it difficult to meet the transport demand growth, which leading to more and more serious traffic congestion problems.This paper studies the implementation of urban road congestion pricing and macro-congestion pricing program, which based on the basis of domestic and international research and practice of congestion charging. By analyzing the causes of traffic congestion and distribution, this paper described the impact of traffic congestion and proposed the charging policy ease congestion from economic respect. This paper analyzed the marginal private cost and marginal social cost and the principle of congestion charging from the economic point of view. To analyze the factor of congestion pricing, the paper proposed the rational proposal from charging object,charging method,charging range and charging time. It was determined the transit ridership for the main factors to analyze the effect of congestion pricing and proposed a more practical mode of travel Mixed Logit model through the traditional Logit model theory and characteristics of the analysis. Then it elaborated the selection of model parameters and the solution process in detail. At last it targeted to the travel cost parameters to get values of each travel mode in different congestion pricing, which realized by changing the rate of trip cost parameters. It is the basis for macro-congestion pricing that the expectations contribution rate possible within the fee rates, which achieved by dichotomy.The paper has a great significant ti instruct our practicing on congestion pricing and provides a theoretical basis of road congestion pricing in future research. |
