Since 1998,the real estate industry rapidly became the backbone industry of our national economy,the investment of the real estate industry accounts for more than 24.65% of China's fixed asset investment in 2014.The healthy development of the real estate industry is particularly important for our country.Until 2012,the house demand exceeds supply in real estate market,the real estate enterprises only pay attention to the speed an amount of product but cost management,which led to our cost control at a low level.Now beyond capital cities and large cities,other cities' real estate market have already saturated,and the real estate industry suffers unprecedented pressures from the trend of uncompetitive profit but more and more furious competition.Therefore,in order to survive and develop,more and more real estate enterprises think highly of cost control as a key management measure.Firstly,this thesis introduces the current situation of the real estate industry and analyses the problems on cost control of design stage of real estate projects.This thesis research all the domestic theory and foreign theories of cost control,and choose the theory of target costing and theory of quota design form them as basic theories for thesis.Then the thesis describes the purpose and significance of the research on this thesis.Secondly,this thesis builds target costing and quote contract system based on the combination of target costing and theory of quota design.This thesis further pointed out cost optimization measures and many indicators of design stage.Finally,it is proved by the actual cases that cost control is improved by using this method.There are two striking features in this article.The first one is Build target cost and quota contract system based on the combination of target costing and theory of quota design.They are practical and efficient to apply.The second one is put forward cost optimization measures and the indicator data of design stage in this thesis which makes more efforts to optimize costs.
