With the continuous development of society,the pursuit of people for architecture is not only limited to safety,comfort,but also reflected in beauty,open,energy saving and other characteristics.Tall steel building with all advantages come to attract people’s attention gradually.Then the using of a new style building structure will be bound to bring new potential risk factors.Insurance as an important means which can transfer the insured risk and maintain social stability must play its value.However,the tall steel building has the problems that it lacks risk analysis before underwriting and has unscientific insurance plan in the practice.So when the production of construction all risks underwrite steel building it do not achieve the anticipative result.It is essential to design a type of construction all risks for steel building.In this paper,WBS-RBS risk identification method is used to identify the risk of steel structure high-rise building from two aspects of steel construction process and risk factors.In risk assessment process,we consider the risk communication among all kinds of process because of their dependencies,and establish risk propagation matrix.Using risk propagation network and risk propagation algorithm to establish risk propagation model,and using the reachable matrix method to calculate the coupling module of the project,then calculate more reliable project risk value and draw a risk network diagram.Which can Visualizate the process of risk factor communication.According to the risk evaluation results,the risk and process can be sorted according to the size,and divide the project risk grade.design underwriting plan according to project risk grade.Finally,the model is applied to the example of tall steel building to prove its validity.
