A Study On The Accessibility Of Urban Parks From The Perspective Of Justice

In recent years,with the upsurge of eco-city constructions,the urban park has attracted the attention of people from all walks of life.While the residents' demand for urban parks is increasing,experts and scholars have begun to pay more attention to how to improve the service capacity of parks,especially in the background of “promoting the block system”.With the perspective of "fairness" and guidance of Urban Social Geography,this research focuses on the accessibility which reflects the spatial layout and service capacity of parks,in order to distinguish the disparities of park distribution between Chinese and British block patterns.Firstly,this paper reviews the relevant literature and constructs a model for evaluating the fairness of accessibility distribution.Secondly,the accessibility of urban parks in Cardiff and Hefei is respectively assessed using the above model.And the procedure is as follows: using the “Network Analyst” of ArcGIS to calculate accessibility and output the map of service areas during different periods;respectively using spatial autocorrelation test and SPSS correlation test to analyze the equality and equity based on the results of accessibility calculation.Furthermore,this paper analyzes the influence of traffic network and park combination form on the accessibility and fairness of Cardiff and Hefei parks based on ArcGIS.Then,a comparison of the results of accessibility evaluation for Cardiff and Hefei is conducted,and there is an attempt to explain the accessibility difference between the two cities under different block patterns.The results show that,due to the high density of traffic network and the flexible combination of parks,parks in Cardiff have higher overall accessibility than those in Hefei;with better park management system and the overall allocation to the park resources guided by demands,park distribution in Cardiff is more fair and reasonable.Accordingly,several proposals for future Chinese park construction under the tendency of block system are proposed.They are increasing the number of the park through the release and the addition of community parks in gated residential areas,building high-density pedestrian network through the release of traffic resources in gated residential areas,enhancing the cooperative accessibility through using the park combination forms of high service efficiency,all with the fairness principle.Literature research,Network Analyst and spatial correlation analysis based on ArcGIS,SPSS correlation test,comparative analysis etc.are all applied in this paper,for creating the fairness evaluation model of park accessibility.The characteristics of park accessibility distribution for different block patterns are concluded,not only to provide suggestions for future Chinese park construction,but also offer a theoretical support and reference for further research.
