Xishan District, as one of the four main areas of Kunming, the urban renewal achievements are remarkable, but the problems are also prominent. Affected by many factors such as macroeconomic policy regulation, the sources of funds in Xishan District urban renewal are insufficient, restricting the advance of urban renewal process.Through a depth analysis and research, this study finds that Xishan District urban renewal has five characteristics, which are the model of government guidance and market participation, overall arrangement of planning plus industry, social capital dominant, housing resettlement primarily and monetary resettlement supported, obvious achievements but prominent problems. Furthermore, this study also finds five main financing problems of primary land development in Xishan District urban renewal, such as financing difficulty increases, the effect of state-owned investment company is not obvious, the efficiency of capital turnover is not high, new social company inhibits participation, policy-oriented fund is less used.Based on the comparative analysis of Guangzhou, Shenzhen, Chengdu urban renewal experiences, this study combines the Xishan District progress and then proposes financing ideas and countermeasure to solve the financing problems from the following three levels:First of all, the government or state-owned investment company should maintain the dominant status, through undertaking the urban renewal projects as main body, fostering the state-owned investment company and strengthening the planning management of urban renewal projects. Secondly, the government or state-owned investment company should control the development costs and cycle during urban renewal progress, which can be achieved by actively implementing the simulation of demolition and monetized resettlement, strictly controlling the development cycle and improving the related policies and systems. Finally, the government or state-owned investment company should further innovative financing models to attract social capital involvement, such as striving for the policy-oriented funds, adopting PPP model to strengthen public-private cooperation, establishing special fund of urban renewal primary land development in Xishan District.
