With the development of railway towards the direction of high speed and heavy load in China, transportation safety has become the core content of the whole railway system. When people choose the railway as a way of travel, on the one hand, they consider the convenience and efficient of the travel, on the other hand, they put forward higher requirements for travel safety. Based on this, the theory of safety risk management is introduced in the paper, which is used in the railway transportation system to provide an important guarantee for the safe operation of the railway.Firstly, the paper analyzes the connotation, characteristics and components of railway safety risk and risk management, and defines the characteristics of railway safety risk management and the differences between the traditional security management and risk management. At the same time, the specific process of safety risk management and the theoretical methods used in each process are systematically expounded. And then, analyzing of risk factors affecting railway safety from four aspects, such as personnel, equipment, environment and management, and elaborating the connotation, process, principles and methods of railway safety risk identification. Combined with the daily work content of train departments, locomotive departments, civil engineering departments, signaling and telecommunication departments, car departments and passenger transport departments, through the summary of the main security risks of various departments, it also provides an important theoretical basis for railway safety risk management and control.Finally, based on the basis of the above research, the paper applies the system dynamics method to train the railway station safety management system as a complex system which is multivariable, nonlinear and multi feedback. The system boundary is determined according to the main influencing factors of the station safety management system, and the system causality diagram is constructed. By using the field data and related literature, the feedback function of the relationships between the variables is determined and the constant parameters are calibrated. Based on the simulation software Vensim and combined with the actual situation of JiXi railway station, the optimization scheme of the station safety management system of JiXi railway station is simulated, and the scientific and reasonable management plan suitable for the actual situation of JiXi railway station is obtained. The proportion of the safety education investment accounted for 20%, the proportion of the equipment management accounted for 10%, the proportion of the rules and the rule of law construction investment accounted for 10%, the proportion of the development of science and technology investment accounted for 20%, the proportion of the development of safety management accounted for 40%.
