Substation Project Prophase Cost Control And Its Application In Project X

In recent years, with the accelerated development of market economy in our country, the power grid is constructed in a rapid speed. In order to improve the investment benefit of power grid construction, how to effectively control the project cost has been an urgent problem to be solved. The influence degree of early stages on total cost in substation project can usually reach 80% to 90%, including the stage of decision-making, design and bidding. Thus, the preliminary cost control work shows a great significance to the realization of the total cost control target.Under this background, this paper focuses on the analysis of the existing problems and the summary of control methods and countermeasures. Based on reading literature at home and abroad, this paper expounds the related theory of preliminary cost control in substation project, including the basic principles, characteristics and objectives. Then, the current existed problems and the impact factors of cost control in the early stages are pointed out. The cost control model of substation project in early stages is established on the basis of AHP and the corresponding measures are also put forward. Finally, a case study of X 110kV substation project is carried out. Through the analysis of the status of the project cost and control process, the problems are found out and the control experience are summarized and comprehensively analyzed.The research results show that the investment decision-making stage is the key one of substation project preliminary cost control. Project scale, construction standards and building requirements are the key factors. The control measures put forward in this paper provide a reference value for future similar projects and show a certain practical significance to the guidance of substation project preliminary cost control.
