With the deepening of China’s electric power system reform,more and more electric power enterprises pay attention to increase the intensity of electric power construction investment in order to improve the work efficiency of electric power construction to adapt to the needs of the work under the new situation. But the dynamic control of electric power construction project cost is an important problem for the majority of electric power departments and enterprises. At the present stage of our country,the method of project management is to sign a contract between the construction unit and the contractors, construction units and supervision units. In the implementation phase of power construction project,The project cost control tend to focus on the project completion settlement stage, Ignoring the cost of the relevant information about the accumulation of power construction "project that can not be effectively grasp the actual progress of the project. Thus, the project in the implementation process of the "three excesses" or uncontrollable phenomenon is very serious in the implementation process. At present, in the field of electric power construction engineering in our country, there is widespread separation between technology and cost. Especially in the project implementation stage, the project quality control and project schedule control is the focus of the control object, engineering technicians neglected the project cost,and project cost management personnel is slightly understand or not understand the engineering and technical knowledge of the engineering cost, these will result in the project cost is difficult to control. Therefore, in the electric power construction project, it is necessary to make a further analysis on the current project cost management method and the main factors affecting the project cost of the implementation phase.Based on the Mengtai Wotugou35kv Substation Project project as an example,This paper studies the associated project information and strengthen the depth of substation project research. Firstly, this paper introduces the basic theory of the project cost dynamic control for construction projects, secondly, described three methods used in this paper:the WBS method, the earned value theory and the fuzzy grey theory. Based on these theories,the dynamic management model of project cost is established in the implementation stage. That is conducted to predict the risk of the project cost in the early, monitor project cost in the medium term. Finally, combined with the example of the project cost for the Mengtai Wotugou35kv Substation Project project in the implementation stage, the dynamic management model of project cost was analyzed in real time in the stage of implementation, this paper has the important significance for the dynamic control of project cost for the Mengtai Wotugou35kv Substation Project in the implementation phase. At the same time, it has the important reference for the dynamic control of the project cost aubot power projects in the implementation phase.
