In recent years,in order to achieve a higher level,higher quality,and higher standards of power resource allocation,the State Grid Company has increased the construction of distribution network.Power grid construction investment and the number of projects has been increasing year by year,the construction of various types of substations is one of the key points.Substation construction projects have the characteristics of large investment,long duration,many influencing factors.Its cost management is a relative complex system engineering.In the process of construction,the cost overruns often occur because of neglecting the cost control,resulting in the loss of the company interests.How to scientifically manage the cost,control the cost within a reasonable range and save the limited construction funds under the premise of ensuring the quality of the project is a problem that needs to be considered and discussed in depth.This paper briefly summarizes the research status of project cost management at home and abroad as well as the the experience and practice of power grid construction project cost management,at the same time,combs the relevant theory of project cost management and methods of cost control.On the basis of which,taking the newly built SD substation of 110 kV as the research object,starting from the cost composition of the project and the present situation of cost execution,Expand the analysis and research on the cost control of the project.This paper focuses on the cost management and control in the construction phase of the project,through the monitoring and collection of data such as the budget cost of the work planned for completion and the work done,the actual cost of the completed work.The Earned Value Analysis method is used to analyze the project schedule and cost deviation.The project cost / schedule control is closely combined with the project cost management to find out the problems existing in the cost management and the cause of the cost out of control.Based on that,put forward the deviation correction measure,namely,the cost optimization scheme.Meanwhile,evaluate the cost control effectiveness after implementing corrective measures.Through effective control measures,cost management achieves the intended goal,and the cost of completion is controlled to the permitted range.On the basis of the case study,this paper puts forward some countermeasures and suggestions which can be used for reference to the cost control of 110 kV new substation project with point expansion.Firstly,we establish the whole process cost control concept,from the substation project decision-making stage to the final completion stage of power transmission,the cost control as the key content of cost management running through all aspects of the project,and periodically select time nodes to analyze the implementation of the cost.Carry out phased cost accounting,correct deviation in time,and prevent cost out of control.The second is to establish an efficient power and responsibility system of cost management,strengthen organizational management,and improve the incentive and restraint mechanism.Thirdly,the sub-elements of the project cost control,labor costs,material costs,equipment costs,management fees,etc.,can be a significant impact on the final cost of the project,which must be focused on.Multi-measures promote the improvement of project cost management level,the construction of safe high-quality and efficient substation,which contribute to saving investment and promoting benefits for power supply companies.
