| In recent years,since the bid price competition of railway construction project grew more and more fiercely,profit margin at construction stage becomes less and less.Under the premise of ensuring duration and quality targets,it is an effective way to improve profit margin by strengthening internal management,reducing controllable cost,paying attention to increasing income and reducing expenditure,and asking cost for efficiency.On the other hand,CRCC and CREC are two of Fortune Global 500.In the critical period for comprehensive and rapid business development both interior and overseas,in order to realize reasonable matching between scale and profit,structure and distribution,we must start with railway construction management,insist the value management as core operation principle,and carry out fine management mode of responsibility cost to enhance enterprise core competition.The thesis involves cost management at construction stage of railway construction project,which has the phenomena of weak cost consciousness in traditional project management,lack of scientific cost calculation in advance,strict process control and cost assess afterward in cost management,and disconnection forward,in process and afterward.It introduces fine management methods of responsibility cost at construction stage of railway project,and sets up fine management model of responsibility cost.At construction stage of railway project,carrying out fine management of responsibility cost not only arouse all managers’ enthusiasm,positivity and creativity,but also realize dynamic cost management in overall process to ensure enterprise sustainable development.The performances are as follows:1.In the thesis,fine management details of responsibility cost at construction stage of railway project is discussed,including the following three aspects:a.cost calculation at construction preparation stage according to construction site and actual enterprise situation,cost target confirmation,liability scope definition,and establishment of responsibility cost management system.Engineering and Earn Value at construction stage to research cost control and analysis,find out the reasons cause deviations,and take appropriate corrective measures.c.cost analysis and evaluation at construction process and completion stage.2.Fine management process of responsibility cost in railway construction project is discussed in the thesis,and the primary task is making sure the cost objective and working out monthly cost planning.Secondly,cost control and analysis during construction are also important.Cost analysis and assess delivery is the last.Cost management process is refined in the aspects of cost planning,cost control,and cost analysis and assess,and perfect fine management system of responsibility cost is set up.3.In the thesis,specific methods for fine management of responsibility cost at construction stage of the 6 tender section of Harbin to Jiamusi railway project are studied.The creative points are as follows:(1)a set of normative responsibility cost management system with the combination of responsibility,right and interest is built.(2)Cost control target is innovation realized,production,cost and profit model makes maximum use in decision area of material purchasing,and quality management and safety management are included in range of cost management.(3)Information tools visually show cost analysis.Omnibearing dynamic management in whole process by entire personnel of responsibility cost at construction stage is realized.Scheme optimization saved cost for 1475,000 RMB when responsibility cost management is carried out in one year.Material cost:rebar saved 237,100 RMB;tunnel flashing overran 1,500 RMB(saved quality cost);concrete overran 58,110 RMB(because of pile foundation geology).Labor cost overran 8,000 RMB(because of pile foundation geology).Indirect expense saved 260,000 RMB.Cost reduced by 1,904,500 RMB,the aims of creating benefits and increasing income are realized,and effectiveness and operability of fine management of responsibility cost at construction stage are demonstrated. |
