Study On Target Cost Management Of DN400 Project In Construction Stage

With the acceleration of urban modernization and the continuous improvement of people's living standards,there is a higher demand for water supply services.Water supply enterprises should always take sufficient water,stable water pressure and water quality as working standards.In order to improve the quality of service,enhance the public's sense of satisfaction,eliminate potential safety hazards of water supply network and reduce the risk of secondary pollution of water supply network,the Tap Water Group has intensified the transformation of water supply network since 2008,taking construction quality conforming to standards,reasonable construction period,low cost,safety and accident-free as the work objectives of the pipeline network transformation project.Aiming at this goal,taking DN400 water supply pipeline hidden elimination project of north street,west huangcheng root as an example,this paper applies target cost management method to cost control in construction stage,reduces construction cost,saves reconstruction funds and improves project management level.Firstly,the theory of target cost management is discussed.Based on the theory of target cost management,the influencing factors of target cost management are sorted out,aiming at the problem that the actual cost exceeds the expected cost in the first stage of construction of DN400 hidden elimination project in north street of west huangcheng root.In the second stage of implementation,a new management mode of target cost management is constructed,the target cost plan is adjusted,the amount exceeding the target cost in the first stage is compensated in the later stages,and the target cost is re-decomposed according to the construction process,the target cost responsibility system is established,and the cost responsibility is implemented to people.This paper analysesthe key points of target cost control from five aspects of "Man,Machine,Material,Method,Environment" adopts effective control measure,such as the implementation of reward and punishment system,is analyzed.Next,through interviews and questionnaires among project staff,the satisfaction of project cost control is analyzed.The existing problems in project management are pointed out and suggestions for improvement are put forward.Summarizing the target cost management measures in the construction stage of DN400 hidden elimination project,improving the awareness of project cost management,establishing and improving the cost control system,adopting cost control measures from five aspects of "Man,Machine,Material,Method,Environment",implementing cost responsibility system and establishing reward and punishment mechanism are the important guarantee for the effective implementation of target cost management methods in the implementation stage of construction projects.It is hoped that this study can help similar enterprises to explore a set of methods and modes of cost management in the implementation phase,and apply target cost management to pipeline network transformation projects,so as to reduce transformation costs and save transformation funds.
