Project headquarters is a temporary organization composed of government departments deployed personnel, When the project is completed, the headquarters will be dissolved,This management mode is continued to use because of its has a certain scientific and advanced nature. At the same time, the project headquarters is formed in the background of our countries' planned economy and the government guide municipal projects, the function is not complete and the quality is difficult to prosecute and uneven technology and the waste of resources and prone to corruption and other issues is widespread. Firstly this paper summarizes the current situation of domestic and foreign government project management mode, Secondly, taking A project headquarters in Kunming as an example, the advantages and disadvantages of the A project headquarters are analyzed by means of questionnaire and interview, Finally, using the theory of project management and project governance, this part further analyzes the deep reasons for the shortcomings of the headquarters management mode, put forward the optimization scheme of headquarters management mode, Through the analysis of questionnaire and interview, the conclusion is as follows:(1) Through the questionnaire and interview of A project engineering headquarters in Kunming city, In the process of major municipal infrastructure is constructed,we found the headquarters management mode has the advantages of rapid organization,and accumulation of experience, coordination and centralized office,etc.(2) It is also showed in questionnaire and interview that the headquarters management model have the defect of responsibility is not clear and the information flow is blocked and cross-management and the preparatory work is insufficient and so on. The mainly reason is the matrix organization structure is difficult to adapt to the the process of engineering construction and the result of project management and project governance is confused in the construction process.Research conclusions of this paper:Based on the optimization of organizational structure of project governance, it is necessary to separate the project management from the project governance, and to overcome the problems such as unclear working boundary, multiple leadership and chaotic management.The institutional reform of A project engineering headquarters should separate project management and project governance reference in the future, The decision-making relations and leadership relations within the scope of authority are to sort out and improve, completely solve the problem of multiple leadership.Because of the the China's special national conditions, engineering headquarters management mode will continue to play a major role in social and economic development in the future, and still a major part of a municipal project construction. Therefore,The reform of the management mode of engineering headquarters should be promoted continuously. The application of modern project management theory and project governance theory to the reform of engineering command mode will be a subject that needs to be explored constantly.
