YanKai is an outstanding water conservancy engineering expert and a educator after the founding of new China, as the explorer and pioneer of new China water resources projects, his whole life are closely linked to the China's water conservancy. YanKai presided over the settlement of the problem of sediment in the Tianjin Port, this not only proves that the muddy coast can establish the deep water port, but also had a profound effect on the development of water resources. Meanwhile, he established the East China Technical University of water resources, it is regarded as the first special water conservancy engineering college in our new China in 50-80s of the 20th century. The water conservancy period that more than forty years of new China of YanKai experienced, which is a period that China's socialist construction is continually development in the struggle. The practical activity of the water conservancy and cultivating talents that conducted by YanKai is also facing the difficult turns and twists. When facing the difficulties and challenges, YanKai based on the pure heart and patriotic ambition, is being word hard for a long time. This article will comprehensively proof the two aspects of YanKai solved the problem of sediment siltation of the Tianjin Port and established the East China Technical University of water resources on the basis of previous studies, in order to enrich and deepen our level of understanding in the development of water resources projects since new China was established for decades. At the same time, this will provide a positive reference to the comprehensive development of higher education career of the modern water conservancy and the launch of water conservancy project.
