Tianjin is a big city short of water resources, and the fact that water supply is lacking has influenced peoples'life and economic development seriously, therefore it is very significative to study sustainable utilization of water resources. The aim to study water resources optimal distribution is to achieve the goal that water resources can be used sustainably, the efficiency of water resources optimal distribution can be improved and the limited water resources can meet the need of peoples'life and the development of society and economy.Firstly, on the basis of the historical data about water resources for many years in Tianjin, the paper studies the present condition of water supply and its development tendency. Meanwhile, the paper evaluates the present status of water resources development and utilization,and it analyzes the main existing problems of present water resources.Secondly, the paper adopts multi-objective programming model to study the problem of water resources optimal distribution. With economic performance, the amount of water resources needed and the environmental performance as main objectives, with the amount of water resources supplied, the economic structure and the environmental capacity as constraint conditions, the paper constructs modles about optimization of industrial structure. Based on Genetic Algorithm (GA), the paper edits a computer program with software MATLAB to seek the solution to the model. A blue print is also built according to the solution, which can be used for water resources distribution macroscopically.At the end of the paper, it points out that it is indispensable to save water and form a pattern that water can be recycled for solving the deficit of water resources in Tianjin, meanwhile, it is very important to exploit rain water and seawater, whereas, the adjustment of industrial structure and the improvement of technological levels are the basic way.
