In1832, American artists George Catlin proposed the concept of National Park. Now,the United States has formed National Park System and it contains388units. The worldmore than two hundred countries and regions have already established close to ten thousandnational park, formed a relatively perfect management idea and operation mode. From theestablishment of the concept is put forward to the entity park, developed from a singletype to the national park system, from the development of a country in225countriesaround the world, has experienced more than one hundred years. National park was ableto continuously development, full of vitality and enduring, because of its developmentconcept embodies the sustainable development and harmonious coexistence of man andnature.Under the influence of the global campaign for national park, with open attitude inChina to explore the development path of national parks in our country, and the pilotwork developed since2008. After five years of practice, and achieved gratifyingachievements, but also exposed the quite a lot of problems. Many people begin toquestion the feasibility of the national park mode in our country, and some leadingofficials don’t even know the concept of national park.Through the analysis, the development of national park of China is completelynecessary and feasible. The necessity to generalize is the need of sustainable development;standardize the management of necessary; eliminate the institutional drawbacks ofnecessary; Advocate the new tourism it is necessary; the necessary of internationalexchanges and cooperation. From the national main body function area planning and fullimplementation of the system reform of big department under the state council; Nationaldevelopment and comprehensive national strength has increased; Natural heritage sitesprotection in China long-term accumulated experience; National park model of advancedand applicable this four aspects analyzes the feasibility of the construction of nationalpark in our country. The national park’s location and construction are discussed. Proposednational park can be set in nature reserves, scenic spots cross area, ecological slum, and imperfect development of heritage protected area. Nature reserve in our country areanalyzed and the difference in the access standards of America’s national parks, and putforward the access standards of China’s national park should be in the "nationalrepresentative","feasibility" and "necessity" and "pleasant to build" and "exclusive"efforts. Construction process flow diagram, draw the outline of a national park to thereview panel of experts to build and resources review--public consultation and declare tothe state council--the government at the provincial level to the AD hoc institution underthe state council’s review--national park named--determine scope and boundaries--national planning center unified planning--management organization setup--the park’smajor adjustment mechanism. On the basis of analysis of the United States, Japan,Germany, New Zealand national park management system of the characteristics of fourcountries，proposed "triple double row unification" of Chinese national park managementsystem, and presents a simple framework。Finally, I use JiuZhaiGou scenic area as anexample, trying to build a national park management system at the Grass-roots level.
