Research On Supervision Of Education And Secuirty Project's Quality In Military Schools

The education and security project quality of military schools has the characteristics of reliable structure, reasonable function, scientific cost, safe construction and politics. Its supervision has the same characters with general projects supervision and different features due to different supervision system and mechanism.The education and security project quality's formation process of military school consists of three stages, including demand decision, quality objective establishment and implementation. The education and security project quality of military schools includes beforehand supervision, procedure supervision and supervision after project. According to the state and army project supervision laws and regulations, the targets of supervision are project construction participating units such as military school design units, supervision units, construct units and supply units.Currently the education and security project quality of military schools has some problems such as increasing cost by changing design, incautious bidding organization, unserious contract, inadequate construction preparation, uneven levels of construction workers, difficult cross construction, construction deviating from drawing, half measures of civilization and security construction, off-grade product protection and acceptance. This work attempts to find out the causes of above problems from aspects of system, mechanism, local protectionism, construction market and inner control of military schools.This work summarizes five experiences combined with numerous project quality supervision cases. First, scientific and strict project quality supervision mechanism; Second, sound project quality supervision system; Third, whole construction supervision from start to the end; Forth, strong comprehensive capability project quality supervision team; Fifth, good details supervision for improving entire project construction effect.Drawing on these experiences, this work proposes several solutions to enhance education and security project quality supervision of military schools. First, strength education and security project quality supervision system construction of military school; Second, strength education and security project quality supervision team construction of military school; Third, improve drawing design quality supervision; Forth, improve bidding quality supervision; Fifth, improve contract quality supervision; Sixth, improve construction preparation quality supervision; Seventh, improve construction procedure quality supervision; Eighth, improve quality supervision after construction. These eight countermeasures will specify the education and security project construction in military schools and improve project quality supervision level and project comprehensive benefits.
