| Airport safety is an important part of civil aviation safety work.The insurance capability of airport operation safety reflects the capability of airport to maintain a continuous state of safety.Aiming at the rising or fluctuating problems of airport ground accidents,accident symptoms and unsafe incidents in recent years,the comprehensive evaluation methods of airport operation safety insurance capability are studied and analyzed by using AHP-entropy weight method,deviation rate method and K-Means clustering algorithm method.A complete and scientific evaluation system of airport operation safety insurance capability is constructed.The importance of daily management in airport operation safety management is highlighted.Incorporate the performance of daily management of airport operation safety into the evaluation index system,to promote the airport and related resident units to enhance the inherent power of operation safety management.The optimization method of PPMCC is proposed,which enhances the distinction between airports with similar rankings.Combining with the upper limit coefficient of take-off and landing sorties and the coefficient of relaxation variable,the evaluation method of insurance capability of large and medium-sized civil transport airports is unified,and process management is strengthened,which lays a solid theoretical foundation for improving the level of airport operation safety management in China.The main research contents include the following aspects.Firstly,the system composition of the airport and its elements operational relationship are discussed,identifies the sources of airport security risks from the four perspectives of human-aircraft-environment-management,analyses the characteristics of airport operation security,and reveals the connotation and manifestation of airport operation safety capability.It lays a solid foundation for the establishment and improvement of a scientific index system of airport operation safety insurance capability.Secondly,the evaluation index system of civil transport airport operation safety capability is constructed.According to the principles of systematic,static and dynamic evaluation index system construction,the primary selection of indicators is carried out,andthe indicators are selected and divided into three categories: one vote rejection,safety management and typical unsafe events.The indicators are screened according to the average value and standard deviation.The reliability and integrity of the data are tested from two aspects: reliability and validity.Thirdly,AHP-Entropy weight method is used to determine the weights of comprehensive evaluation index combination of airport operation safety capability,which reduces the subjective and objective errors in the process of analysis,so as to improve the accuracy of the evaluation results.Empirical analysis is used to calculate the weights of various indicators.Fourthly,using AHP-Entropy weight method and deviation rate method to evaluate the airport operation safety capability,and building a Excel software platform to facilitate practical application,ranking the airport operation safety capability comprehensively,evaluating the advantages and disadvantages of the airport,using K-Means clustering algorithm to divide the airport scoring area,to facilitate the implementation of rewards and penalties measures,and to promote airport improvement..Fifthly,the evaluation system of airport operation insurance capability is optimized as a whole.The optimized evaluation system improves the types of the first-level indicators and their subordinate indicators.Re-establishes the index weight scientifically,and improves the evaluation method by combining enterprise self-examination and relaxation variable coefficient.Based on PPMCC,the airport ranking is optimized,and the ranking of airports with the same insurance capability index is distinguished,which highlights the differences within the index. |
