| The air traffic congestion, along with its companions including flight delay, operation safety and environmental pollution, is becoming the social hot spots. The key to this kind of problems is to quantitative evaluation of terminal area operation efficiency, thereby to break through the terminal operation bottleneck and mine the potential operation capacity. But there still lacks comparatively ripe assessment and analysis method.Firstly, the concepts and definitions of terminal area operation efficiency are introduced and explained in this paper. Considering the fundamental elements of terminal area, the framework of terminal area operation efficiency indexes is constructed.Secondly, the flight operation efficiency and the utilization ratio of terminal area are calculated. As for the flight operation efficiency, this paper takes time as the flight operation efficiency constraint. Then the values of departure flight efficiency and arrival flight efficiency are calculated. Which the method of the arrival flight efficiency, it selects the queue length as the constraint for enhancing the throughput of the runway, using the FCM to classify the data of each queue length which can weaken the effect of the other factors. The concepts of flight busy threshold and congestion threshold are introduced to calculate the unimpeded transit time. Then the arrival flight efficiency of each arrival fixes and whole terminal area are calculated according to the delay cost index of various aircraft category and the flow proportion of each flight sample. To the utilization rate of terminal area, focusing on the terminal area operation characteristics, then it puts forward the indexes about utilization rate evaluation of terminal area. An grey principal component analysis assessment model is constructed which is based on absolute degree of grey incidence and principal component analysis(PCA) method, and an improvement is made in calculation of traditional absolute degree of grey incidence. Two examples to verify this method is accurate and practicality which is used to evaluate the terminal area utilization rate.Lastly, according to the terminal operation efficiency indexes and the calculation methods of output indicators, an AHP/DEA-BCC-AR assessment model is constructed which is based on AHP and DEA-AR method, and the flow of operation efficiency evaluating model of terminal area is designed. It also uses the linear data conversion method to turn the airplanes delays which are undesirable outputs into the desirable ones. According to the 30 terminal areas in China, k-means clustering is combining with the model to realize the assessment and analysis of terminal operation efficiency. The results show the representatives of operation efficiency of terminal area are Beijing, Zhuhai and Tianjin, and are given to the advantage of limiting the value of weight and improving the distinction of the DMUs comparing with traditional DEA-BCC model. |
