Semi-submerged ship reconstruction is a systematic and huge engineering project which involves many areas with a long period and amount of investment's characteristics. This process exists a number of uncertain issues so that these will effect the smooth continuation of the project. Therefor, the project risk management is born in the ship reconstruction area. In the modern project management, the risk management is concerned by more and more people.Engineering project risk management is monitoring the risks by systematic method to reduce the uncertain issues which may happen in the process, and then reach the ecpected targets to maximize. The project risk management is a dynamic process which mainly contains risk identification, risk assessment, risk response, etc. Risk management originated from the western countries at the beginning of the last century and it is successful uesd in the domestic large-scale process in the early 80's.Combining with the Zhenhua 7# Semi-submerged ship reconstruction project(owned by Shanghai ZPMC co., LTD. and undertaken by China shipping industry co., LTD.(Shanghai Changxing)), this dissertation will respectively introduce risk identification, risk assessment and risk response in details, according to the content of the project risk management. It will also introduce the management organization of Zhen hua 7# Semi-submerged ship reconstruction project, and set production design, production preparation, prefabricate, block installation, equipment installation and debugging, testing and delivery of Semi-submerged ship reconstruction process as key stages, and carry out risk investigation by stages.This article will not only analyse the theory of risk management to establish the project risk analysis framework, identify the risk factors and finally get the risk factors' list, but also combine with the Semi-submerged ship reconstruction reality. It will use the Analytic Hierarchy Process(AHP) to carry out qualitative and quantitative analysis of risk factors, figure out each factor's statistical weight in the whole project risk assessment of Semi-submerged ship reconstruction, and then find out the key factor according each factor's statistical weight, control the risk of every stage targetedly and put forward coping strategy. Finally, this article will elaborate the urgency that the project risk management be applied in ship construction field, and then draw conclusions.
