Cold regions are affected by severe weather conditions, winter needs large area heating, energy consumption compared to other regions is more, at the same time because of the economic conditions are relatively backward, the planning and construction of villages and towns, residential energy consumption structure and so on caused by the high carbon emission phenomenon is more obvious. The low-carbon sustainable planning and construction is the core of the protection of the village ecological and economic sustainable development, but also the effective means to improve the village environment and improve the image of the village.To sum up, in the severe cold area village development and planning and construction will occur great change, the original village high carbon development model will be replaced by the mode of green, low carbon, from carbon emission optimization t he perspective of in-depth study of the cold area green town planning and construction has become a necessary task.This study will start from the analysis of the domestic and foreign low carbon village construction theory research and practice, clarify th e connotation and essence of the green low carbon villages and towns, and to explore the characteristics of green low carbon villages and towns, the formulation is suitable for cold regions' rural survey on carbon emission range. According to the statistic al data in the cold area green rural land use, spatial planning status, economic development situation, residents of the family life, the villages and small towns construction etc. for overall analysis, and on the field research based on household carbon emissions, analysis of low carbon development of villages and towns due to the effects of hormone and the urgent need to resolve problems. Study selected in cold regions typical villages- Zhen Shuang Quan, Hulin Town, Xinan town, observing the Tellson's town and Qijia town to conduct field research, from land use, rural industry, residents of the family life, the villages and small towns construction, residents of low carbon consciousness, summarized the situation of cold regions' rural carbon emissions related factors, summed up the existing problems and the development of low carbon town constraints. Cold regions' rural social economy is in a stage of rapid development, the traditional economic structure is facing adjustment and change; villages and towns government decision-makers, rural residents of low carbon concept to understand the situation in general and low carbon behavior into little; rural energy to biomass energy; medium cold regions' Rural carbon emissions, carbon emissions per unit of output. The cold regions towns in the development of low-carbon construction in low-carbon awareness stage, for the cold area of the low-carbon construction of Green towns still have a lot of work to do. Through qualitative and quantitative analysis, two kinds of methods are found to find the status of carbon emissions in villages and towns in severe cold regions, and the green low-carbon planning and construction should be carried out urgently..Finally, from the aspects of village land use planning and layout, vi llage industry, green agriculture, rural residents in family life, residential buildings in towns and villages and towns of low carbon policies and residents of low carbon consciousness present green low carbon development corresponding strategies and approaches.
