In recent decades,the world's energy demand and carbon emissions increased rapidly.The energy situation is grim,the environment is worrying.This form also seriously affected the development of Chinese architecture.Building energy consumption have a big part of total energy consumption of our country,the public building energy saving potential is huge.At the same time,there are many problems in the development of green buildings in China.At the end of 2014,the number of operation signs compared with the total green building signs in China is only 1/13.However,the research on POE for green building in China is lagging behind;the carbon emissions are not involved in the relevant standards.Therefore,this paper proposes to establish a complete POE System of Green Public Building Environmental Performance in Severe Cold and Cold Regions cold,including the life-cycle carbon emissions account.After the investigation of the domestic and foreign green building development and research status,and combined with energy consumption characteristics of public buildings in severe cold and cold region.Then analyzed the public building environmental performance influencing factors,according to the construction principle of the indicators and the basis for selecting the determined 6 indexes for first level,including indoor environmental quality,quality of service,outdoor environmental quality,energy consumption,resource consumption,outdoor environmental load,contains a total of 68 qualitative and quantitative indicators participating,level span distribution 4.Using the analytic hierarchy process(AHP)to give the index weight,using the Yaahp software to assist in the completion of empowerment.Then the green public building environment performance evaluation index system was established.This paper has compiled a detailed guide for the evaluation of green public building environment performance.According to the standard of 50378-2014 GB/T and other national standards or relevant authority,the paper lists the application(including data collection and calculation analysis,indoor environment quality measurement and user satisfaction questionnaire survey).Set the scoring method for 68 indexes in accordance with 5 points(3 points)or qualified(unqualified),accordance with the rules of scoring evaluation strictly,using simple mathematical model of income score weighted calculation,get the finally score,and determine the final rating.Use histogram and radar chart visual to express evaluation results of the indicators.So far,the POE System of Green Public Building Environmental Performance in Severe Cold and Cold Regions(POE-GPBEPC)has been established.In this paper,we use the excel table as the evaluation tool to realize the score calculation and chart output function.At the same time,this paper taked the three star green public building in severe cold region as a typical case.Verify the rationality of the POE system and the evaluation tool.Then analyzed the advantages of the project,and puts forward some suggestions for improving the low level of the project.With the rapid development and even mass production of green building today,how much the green building really green is worth further research.Research on the post occupancy evaluation of green public building environmental performance combined with carbon emissions accounting in severe cold and cold regions has a reference value to post-occupancy evaluation of green buildings in china.In addition,this paper adds carbon emissions accounting into the index system,which is also an exploration of the new generation of evaluation standard for green building in china.
