The development of ecological civilization in China is paying more and more attention to the management of all elements of natural resources.Urban and rural construction has entered a stage of high-quality development,and the position of ecological civilization performance evaluation in local development assessment is also more important.Among them,the development of low-carbon and high-efficiency is one of the focal points of local ecological civilization construction,especially the villages and towns in severely cold regions that are important for ecological functions but have greater carbon emission pressures.This paper takes carbon efficiency as the research perspective,takes villages and towns in severe cold areas as the research object,and takes ecology,production and living space as the basic analysis units to build a carbon efficiency evaluation system for the development of villages and towns' ecological-production-living space.This evaluation system can analyze the development level,coordination degree and the main problem factors,provide assessment,supervision and guidance for the low-carbon and efficient construction of villages and towns.Based on systematically combing relevant theories and practices such as carbon efficiency,ecological-production-living space,village and town construction and comprehensive evaluation methods,this study investigates the overall characteristics of villages and towns in the severe cold areas and the development of three typical villages' carbon activities.Using statistical methods such as index comparison,time series and dynamic analysis,combined with the merge classification method and the emission coefficient method,to analyzed the carbon efficiency status and related influencing factors in the development process of villages and towns.Combining relevant planning criteria and experience,extract and select carbon efficiency elements from the above three aspects with inductive deductive thinking.Use methods such as system analysis and expert consultation to clarify the system framework of carbon efficiency elements,streamline and refine the content of all levels of elements,and finally build a factor system that covers 1target system,3 subsystems,15 second-level elements,and 99 third-level elements of villages and towns' carbon efficiency in severe cold regional.Based on the carbon efficiency factor system,determine the indicator system framework and the first-second indicators,combine relevant policy documents and domestic and foreign indicator systems to sort out and related literature frequency statistics,than use comprehensive,analysis and cross-methods to select indicators for initial selection,and screen a base library of three-level indicators with 147 items.After analyzing the indicators' directivity,redundancy or contradiction,and the degree of appraisal,combined with the Delphi method,the three-level indicators are refined and determined,so as to build a carbon efficiency evaluation indicator system for the development of villages and towns.Then,the ideal peak value,normative quantitative and regional optimal methods are used to determine the ideal value of the three-level indicators,and the indicators are weighted by the analytic hierarchy process.Based on the above research,carry out the construction of a comprehensive evaluation model:(1)after considering the index weight,using the gray correlation analysis method to measure the correlation between the actual and ideal values of the indicators,that is,the comprehensive carbon efficiency level;(2)calculating the indicators at all levels correlation degree,measure the coupling and coordination degree of carbon efficiency of ecology,production and living space,construct a barrier degree model that reflects the problem level of the second and third level indicators,and conduct a comprehensive evaluation and analysis from multidimensional angle;(3)combined with the actual construction and related research,determine the grade standard of each value classification evaluation.Finally,Fanjiatun Town was selected as an empirical case.The evaluation results show that the town is at an intermediate carbon efficiency level,and the development of ecological-production-living Space has entered an in-depth stage.The main problems in the construction are weak ecological base,low carbon sink level and efficiency;public finances and input for environmental protection are insufficient,decoupling of output and carbon emissions are not obvious,the energy consumption for living is relatively large and the energy consumption is not clean,and the land is extensively used.Based on this,four optimization strategies such as synergy of three generations,improvement of the quality and quantity of ecological space,enhancement of service supply of production space and agricultural construction,promotion of energy use of living space and intensification of land are proposed.Thus,the scientific and practicality of the model and the coherence of the planning strategy guidelines are verified.Compared with the conventional spatial development assessment,the comprehensive carbon efficiency evaluation system of multi-factor and multi-level analysis related to carbon control,economic,social and environmental efficiency,which is established in this paper,can effectively identify the low efficiency issues of development in villages and towns,to help decision makers to determine construction priorities and formulate optimization strategies.
