At present, our country is trying hard to build the airports. A few multi-airport systems have been constructed in some areas. Rapid growth leads to structural contradictions of multi-airport system which reflected on some aspects such as overlapping situation of airport service area is prominent, and airlines are homogeneous due to the lack of united management. Flight delays in large airports, while sparse demand in small airports is also a tough problem, and lack of airport resource generates fight delays.The article concluded document literatures related to multi-airport in domestic and overseas. However, most of them researched multi-airport from the perspectives of airports discharging or passengers’ choices. There have been a few literature researched the problem from the point of construction of airline network. The prominent problem in multi-airport system is similar routes of each airport, which brings about cutthroat competition and wasting of resources. Hence,researching the airline network of multi-airport system is an effective method to promote the harmony of the whole new system.The article researched the theory of construction of airline network and applied the p-hub median theory to constructing the route network of multi-airport. Build a model and used the Tabu Research and the shortest path algorithm to solve the model. After these steps, an optimal solution will be got under a certain scene. On that basis, adopting the deviation of robust method to design airlines under the different scenes considering the uncertain demand and cost in reality. Lastly, a practical example was solved and proved the superiority and effectiveness of robust solution. The method proposed in the paper will have an important consulting significance when constructing the route network in multi-airport system.
