How to design the airline network is a strategic decision in turns of airline’s survival anddevelopment. Other works such as flight schedule, marketing operation control, revenue managementare based on it. So it is necessary to design the airline network by scientific methods. With theexpansion of civil aviation’s scale, the hub-and-spoke airline which can express the benefit of scaleeconomies has attracted more and more attention.Solving the problems of hub-and-spoke airline design is a NP-hard problem. This article usesCPSO algorithms to solve the hub-and-spoke airline network models without capacity limit. Then thehub-and-spoke airline network based on fifteen cities is successfully constructed and validates thefeasibility of the algorithms.In consideration of the capacity limit on the hubs of the hub-and-spoke airline network, thetraditional model with capacity constraints is adjusted. The congestions are added into the objectivefunction when establishing the hub-and-spoke airline network model on the base of the theory of thecongestions on the hubs. Because the relation between the convergence efficiency of the Chaosparticle swarm optimization and the complexity of the objective function is small, the CPSO areapplied to design the hub-and-spoke airline network.At last, in consideration of the uncertainty of the air transport, the demands are divided into threedifferent circumstance sets levels. Then the congestions of the hubs are taken into consideration andthe airline selection model of the strict hub-and-spoke airline network is established when hub airportshave been selected in advance. Finally,the network has been established.
