Urban traffic problem is a complex system problem, the traffic congestion and urban activity efficiency is a worldwide problem. To fundamentally solve the problem, we must scientifically formulated to short term and long term traffic policy, and these should be carried out in the framework of urban comprehensive transportation planning, in accordance with certain procedures and principles, based on the different levels and departments, legislative protection to public provide satisfying service of urban traffic.Beijing as a city in the rapid development process is facing severe environmental pressures of population resources, suffering from a considerable degree of “urban disease”. Main performances include disorderly excessive population growth; excessive accumulation of functions of the city center; urban space spread on Random; water resources shortage, atmospheric pollution, ecological environmental capacity lack of pressure and so on.Traffic congestion is not only a typical expression of "urban disease", but also the most difficult problem to development of large cities. The paper introduces some the traffic jam situation and resolution in some big cities at home and abroad, survey of Beijing downtown traffic running state, road facilities, public transportation system status, status of track traffic facilities, parking facilities and the status. According to the road facilities, cross link node facilities, pedestrians and non-motorized traffic system, the public traffic system, rail transportation, public parking, seven aspects of traffic safety and management facilities, combing the 18 categories and 37 existing traffic problems and aimed at each kind of question analysis the causes and puts forward the ideas and specific measures to solve the problem from the macro level can guide the subsequent construction of the implementation.To Yaojiayuan Road(East Third Ring Road to Fifth Ring Road)road engineering as an example, analysis involves specific traffic problems. It provides a new scheme and measure for similar work in the future.
