The traffic road of the big city congestion along with the development of the economy and city turns progress to speed more outstanding. The quick increment of the vehicle, population of the city is far larger than the speed that the city road resources increases, this makes traffic congestion gradually serious. The traffic congestion output loss is already known by the local and foreign government and economics. How solve the main road traffic of the city to congestion is an important topic that can keep on a development to the city, domestic and international various traffic management theories produced, But these theories have various limited and no operated, hence produce this kind of new management theories that collects the road traffic congestion, adopted in Singapore in 1975, after expanded to Europe, the United States, Japan etc., in the developed and the developing country, obtained good result in the realistic management. But collect the expenses that the traffic congestion is according to the insufficiency at the economics theories, can't be reasonable with explain its method of compute, only conduct and actions each government of administration behavior, lack a public's trust. Our country hasn't collected the expenses that the traffic congestion, but have already investigated and studied in big city, such as Beijing and Shanghai etc., these expenses will carry out very quickly.I am engaged in public traffic to work for many years, deeply realize traffic congestion to result in the social wealth lose and public traffic business influence's is a severity, to this, I carried on a long-playing research. This thesis is the research result of this aspect.This thesis introduced domestic and international concerning various method, the theories basis and practice conclusion in detail.This thesis uses the function's relationship of road's traffic vehicle-mount, use the vehicle customer unit time value u_i- and social average unit time value u and the inverse ratio relation type of the automobile speed to obtain the calculation formulation of traffic congestion and traffic fluency. From the Nash's balance's theory of game theory, it can clearly see the conclusion that traffic congestion causes that marginal social cost is much than traffic marginal private cost, and the consumer gain extra-profit of social expenditure. The study of traffic action-administration works out the different traffic congestion pricing based on the different traffic congestion condition, and the calculation formulation of theories limitation has been concluded. The conclusion is marginal social cost and traffic marginal private cost don't greatly differ in traffic fluency, but marginal social cost and traffic marginal private cost do greatly differ in traffic congestion, and the consumer gain extra-profit of social expenditure, therefore should collected the expenses to this part.This thesis puts forward the traffic action-administration. 1,Medium and small-scaled city, suburban of the big city, the traffic is fluency, then don't collected the expenses. 2,Big and medium- scaled city in traffic congestion, traffic main trunk highway road, According to not meantime and the different road collected the expenses. This paper puts forward the calculation formulation and social average income, traffic congestion length and road average of physically congestion vehicle count relevant function.This thesis according economy, vehicle etc., in Changsha of Hunan, computed to collected the expenses each automobile-time isï¿¥6.55 in traffic main trunk highway road, such as "Wu-yi" road, "Fu-rong" road etc..
