Although the construction industry safety standards have improved significantly, safety situation is still severe. A large number of accidents occur each year, resulting in the loss of human life and property. Construction accidents causation analysis shows that workers' unsafe behavior is the main cause of accidents. Carrying out safety education and training helps to reduce unsafe behavior of workers. While many construction companies have established safety training systems, the effect is not satisfied. Thereby increasing the quality of construction safety education and training to enhance safety performance is an important problem to be solved in the construction business.Based on the systematic training model perspective, this study attempts to explore the improvement path to the construction safety education and training, combining theoretical and empirical research methods.First, based on systematic analysis of relevant literature, the main causes of construction accidents were summarized. Research on construction safety education and training was reviewed and analyzed. The concept of Systematic Training Mode was introduced. Construction safety training measures exercised in several developed countries and regions with superior construction safety performance, e.g. the USA, UK, Japan and Hong Kong, were summarized. All of these form the theoretical basis of the research.Secondly, the study investigated 15 construction enterprises in Shenzhen regarding the safety education and training through interviews, questionnaire survey and observation. The results showed that the main problems existed in construction safety education and training included1) training needs is analyzed inadequately, 2) training plan is not reasonable, 3) training is not well implemented; and 4) training effectiveness evaluation is not deep enough. Then the study analyzed the causes of the above problems from the perspectives of the government, clients, construction enterprises, construction personnel, and the market. A fishbone diagram was drawn to show causes of the problems in construction safety education and training. The causes as further validated through interviews with experts in the industry.Finally, drawing on the theory of systematic training mode and the problems in the current training practices, the study proposed the improvement path to construction safety education and training. The specific improvement measures were also developed. Construction enterprises were suggested to improve safety education and training from the following aspects: carrying out training needs analysis, developing training planning matrix to assess the implementation and the effectiveness of training.According to the requirements of systematic training mode, elements of training should be closely connected and each provides feedback to the others. In such a way, problems of safety training in construction enterprises can be properly solved. The specific improvement measures consist of carrying out training needs analysis at different levels covering organizations, jobs and personals respectively, being based on the results of reference and research to make the training plan improved;using Korotkoff evaluation and fuzzy theory to expand training effectiveness evaluation. The research findings provide practical advice to safety training in the construction industry as well as other sectors. The study also provides theoretical basis to the further improvement of construction safety performance through training and education.
