With the rapid development of economy, people's living standards keep improving and the urban traffic demand in all countries of the world is rapidly expanding, which directly leads to the increase of car traffic. While the mobility of urban traffic has brought convenience and freedom for people's daily life, it has also produced a series of urban disease, such as traffic congestion, noise, air pollution, traffic accidents and so on. These problems have greatly influenced the healthy development of urban economy, society and environment, and also affect the quality of people's life. Therefore, the development of low carbon sustainable transportation mode is an important means to improve the urban environment, promote economic development and improve people's life quality.Our vision is for a transport system that is an engine for economic growth but one that is also greener and safer and improves quality of life in our communities. By improving the links that move goods and people around, and by targeting investment in new projects that promote green growth, we can help to build the balanced, dynamic low carbon economy that is essential for our future prosperity.The Great Britain is the country which raise the “low-carbon” conception at first. And it keeps leading the global low carbon development. The idea of low-carbon economy and cutting emission has become an example of global countries and gradually turns into a new sustainable development mode.This paper forms part of our overall strategy to tackle carbon emissions from transport. It set out how the UK government achieve sustainable travel pattern through land use and spatial planning,and traffic demand management measure,with power decentralisation. Hopefully it can be an inspiration for China's low-carbon transport development and will encourage people to make more sustainable choices.
