The transportation of continental island passenger has three significant characteristics:high risk security, high degree of association in the livelihood of the people and high social sensitivity. The supervision work relates to several departments, such as local government, maritime sector, ort and shipping department, fisheries department and the tourism sector. It is very necessary to explore and grasp the law of safety supervision of continental island passenger, construct the long term mechanism of safety supervision and form the chain of safety supervision responsibility. How to better serve the safe and convenient travel of the people should become the problems to be solved in supervision works. These years, the island economy and the tourist industry of Shandong Province have developed very quickly. With the increasing of the volume of passenger traffic, but for the public transportation and public welfare nature of the transport between land and island, and because of the profit in daily operation is weak even to operate at a loss, resulting in the facilities of transport between land and island backward,the responsibility and management of various departments staggered confusion, so that the passenger ship supervision is facing great pressure and the supervision of passenger ships are facing great pressure.This paper concerning the transport status between land (Island) and island in Qingdao, Yantai and Weihai, do a survey and statistics in detail to the islands and islets of resident population, and the situation about the routes, and around the pier and service in the transport between land and island, as well as the company’s business and management operating on these routes, then make the analysis of the system, and find out the various aspects of the problem.This paperconcernsthe present situation about the safety management of transport between land and island in Qingdao,Yantai and Weihai. the government as a master of safe for clearing safety supervision responsibility of the relevant units of the transport between land and island establishthe network mechanism of safety and management, in order to achieving the real-time process monitoring of transport between land and island establish the grid control mechanism, in order to improvingthe quality of the crews worked for transport between land and islandestablish the seafarers assessment training mechanism, to achieving the management of different periods of transport between land and island in different traffic and pollution prevention establish the classification management and on-site supervision mechanism, to ensuring that the safety of the ship worked for transport between land and island establish the safety early warning information provided and the travel safety in bad weather prohibited mechanism, then contacting the actual situation, given my own analysis.At last, combined the situationand analysis of the transport between land and island and the safety management situation and analysis of transport between land and island, I give some proposals about the planning, management and supervision and some other aspects to government as the safety responsibility main body in transport between land and island combing the relevant laws and regulations.I give some proposals about improving internal system, strengthen the management and safety assessment and soon to the island passenger transport enterprises which responsible for the production and operation responsibility. And I give some proposals about relevant liability, net chain sound and grid supervision and other aspects of the proposal to the maritime administration which responsible for on-site safety supervision responsibility.
