With the rapid development of world economy, people’s material and cultural life has been greatly improved. However, serious ecological damage, over-exploitation of non-renewable resources, energy crisis and other bad issues follow. The emergence of this contradiction, asked all kinds of world industry can find out a more reasonable model of development. As the world car industry unrestrained growth in demand for oil energy, as well as environmental pollution from vehicle emissions are too serious, so looking for a kind of clean energy instead of traditional fossil energy as main fuel of the future automobile topic, became the global auto industry and the environmental protection department of key research projects.New energy vehicles as a principal source of electric energy to power the new technology vehicles, due to its unique "zero emissions", no pollution, has been highly concerned about the global transportation industry and environmental protection sectors, and became a world-wide to promote the important vehicle inside. And charging and changing stations as new energy automotive supplies power infrastructure, the rationality of their planning and construction has become an important prerequisite for the global development of new energy vehicles. Therefore, the research of new energy vehicle infrastructures became one of the focus on the topic of scientific research. And at present, the existing charging and changing in power plant planning research methods are mostly from the perspective of satisfy the single group, failed to come up with a class of effective planning programs to meet the multiple needs. And the traditional research methods affected areas densely populated and other factors, so they can’t be rational planning and construction of new energy automotive infrastructures. In view of the above problems, this paper consider the construction demand of densely populated areas, proposes a new method of planning of power supply facilities in the service of new energy car in location optimization study. And deeply analyses the main factors influencing the location of the power supply facilities, as well as consideration of new energy automobile users of electricity demand and electricity behavior, puts forward the category based on the queuing theory can satisfy various demand planning model. In this model, the gray prediction system reasonably be predicted within the planning area of new energy vehicles ownership situation. And we put the overall operating costs and road transport costs as the facilities minimum cost for the optimization goal, and combining the theory of queuing system to solve the low comprehensive cost site optimization of the location and the best number of facilities in power stations. At the end of the paper, through actual examples, we analyses the method model and verification, the results show that the method is feasible, effective and has wide applicability. This topic in the research of new energy vehicles work has an important significance of infrastructure and site selection, the model can be for the research of new energy vehicle infrastructure construction provides important reference basis, put forward the method of site selection of power supply facilities can better to regional planning in densely populated areas. At the same time, this paper established the stationing scheme can significantly reduce the comprehensive cost of project owner and the consumer, and can be realized through the way they operate to peak load shifting, greatly reduce the future planning and construction of the bad effects of regional power grid and improve the economic benefits of power grid.
