This paper analyzes the development process of smart power meter at home and abroad, combines with the construction of development tendency of strengthen smart power grids,and proposes the theory of research and development and design programs of smart power meter which according to the actual requirement of Power Demand Side for intelligent,network power meter.First of all,this paper analyzes the development of electric power meters and current situation of application, summarizes the main content of the subject project; researches the principle of measurement and calculation methods of measuring the electrical parameters, active and reactive energy metering calculation method, proposes the energy calculation programs which based on fourier harmonic Fourier transform;and design two sets of protocol for MODBUS-RTU and DL\T 645 adaptive communication independently; the article realizes the definition of the functional modules according to the requirement of product, and design of each hardware circuit function, including measurement unit, the management unit, communication unit, display unit, remote remote control unit; in software design, according to the need of functional modular instrument design embedded software, including control module, initialization module, metering module, communication module, display module, event logging module, and the corresponding function module program flow chart. Finally, the paper introduces the testing of smart power meter and verifies the design specifications of meter, mainly realizes internal testing and external testing of prototype third party, and analysis of test data, proposes the direction of design improvements.In this paper,new Smart Power Meter possesses the features of high accuracy,stable operation,high reliability, strong versatility. It can achieve the "three remote" function of telemetry, telesignalisation, remote control. On the one hand,the product can realize three-phase power parameter measurement, active and reactive energy measurement, harmonic wave measurement analysis and harmonic measurement function, can accurately and quickly monitor the condition of power lines;The function of digital input, digital output can also achieve the acquisition transmission of various types of switching and protection signal and remote control of switching equipment;On the other hand, with a friendly interactive interface, taking full account of the compatibility of the system, seamless access to the monitoring management system of distribution, this product provides a good system-level power distribution solutions.
