Laos Vientiane City Urban Waterlogging Prevention Research Under Governance Theory Perspective

Lao vientiane city has been faced with the problem of urban waterlogging for years. In the past, urban waterlogging prevention management methods did not have the effect of highly effective, and failed to fully solve the problem of urban waterlogging. This study used questionnaire survey method, interview method and literature analysis under the perspective of governance theory to study Vientiane city urban waterlogging prevention problem. This study analyzed urban waterlogging present situation of Vientiane city, the cause of urban waterlogging, and present situation and the difficulties faced by urban waterlogging prevention. This study also proposed solutions from the perspective of governance theory. Study found that Vientiane city urban waterlogging causes included destroyed urban natural environment, backward infrastructure construction, imperfect heavy rain emergency management, and unreasonable urban drainage system planning, etc. This study put forward Vientiane city urban waterlogging prevention advices on the based on the experience of the foreign urban waterlogging control and the theory of governance perspective, namely, strengthening the protection of urban natural environment, perfecting the urban waterlogging prevention and emergency response system, strengthening urban waterlogging disaster prevention propaganda and education, guiding the public participation in urban waterlogging prevention, strengthening the construction of infrastructure of the drainage system.
