Research On The Prevention Of Urban Waterlogging Based On Urban Planning

In recent years, with the rapid development of urbanization in our country, a variety of "city disease" has broken out intensively. The frequent urban waterlogging problems have become obstacles and difficulties which hinder the urban sustainable development and urbanization level of ascension. Urban waterlogging problems are not only the threat of the city health and safety, but also caused huge losses of life and property. which makes the prevent waterlogging become the new mission of the city security. Urban waterlogging has complex causes, however, the existing solutions are more for hydrology and water conservancy engineering, municipal engineering and other disciplines perspective, has certain limitations. How to prevent and cure the urban waterlogging problems needs extreme attention from all walks of life, as a city planner. it is our duty-bound responsibility and obligation to do your best to avoid the happening of urban waterlogging and reduce disaster losses when you doing the urban planning.At first, this paper use literature analysis to unscramble our country urban waterlogging disasters’development present situation, characteristics and its effect.Secondly, analyze the cause of urban waterlogging disasters’influencing factors, and rethink the unreasonable part in the urban planning. Thirdly, based on the experience of the famous cities’ urban planning strategies at home and abroad to prevent waterlogging, we will be given inspiration to prevent waterlogging city planning in China. Finally, from the perspective of urban planning, the prevention system of urban waterlogging is going to put forward, which may put forward scientific and effective management ways to solve the urban waterlogging problems.According to the analysis in this paper, the urban waterlogging origin mainly includes two aspects of natural factors and human factors. Natural factors mainly refer to global climate change and urbanization on the urban climate environment change which caused an increase of rainfall intensity. And due to the underlying surface conditions change makes the low-lying water production. The human factors is the key narrative content of this paper. Through the planning concept, physical space planning, technical methods and planning management four directions, urban waterlogging origin integrated system are obtained. Urban planning perspective way of the prevention system of urban waterlogging including planning concepts control waterlogging, urban construction control waterlogging and planning management control waterlogging three parts.Among them, planning concepts control waterlogging mainly includes proactive prevention concepts, flexibility planning concepts, ecological planning concept. The urban construction control waterlogging mainly works on land use layout, roads and vertical design, drainage system, ecological infrastructure, prevent waterlogging disaster system, rainwater utilization and to revise the aspects such as rainstorm intensity formula. Urban planning management control waterlogging mainly works on establishing prevent waterlogging management system and legislating city prevent waterlogging laws.This article embarks from the urban planning professional for urban waterlogging prevention research, which helps planners digest absorb relevant planning theories and solve the problem of urban waterlogging fundamentally as well. It is also conducive to makes the urban waterlogging problems feedback to the urban planning theory researchers. Break the status that urban disaster prevention and mitigation passive adapt to the urban planning. And complement existing urban disaster prevention planning system, lay the foundation for the preparation of city prevent waterlogging special planning.
