| With the acceleration of urbanization,more and more cities are suffering from waterlogging.On the one hand,waterlogging affects the normal operation of the city.On the other hand,the city image,residents’ life and even the safety of life and property are threatened.Therefore,how to deal with urban waterlogging disaster is an important issue facing us urgently.According to a list of 60 cities with severe waterlogging in recent years,released by the Ministry of Construction,Chengdu topped the list in Sichuan.Chengdu is the capital city of Sichuan Province.In 2021,Chengdu has achieved a permanent urban population of over 10 million,making it one of the megacities.On March 16,2022,it was stated in the "Overall Plan for Chengdu to Build and Practice the New Development Concept Park Urban Demonstration Zone"(hereinafter referred to as the "Overall Plan")that: Improve the modern governance system,strengthen the governance efficiency of the park city,enhance the ability to withstand shocks and safety resilience,and implement a number of projects in the construction of emergency soft capacity,waterlogging control work,modernization governance,investment and financing model innovation.Urban waterlogging control has become an important part of park city construction in Chengdu,which has strong research value in the process of smart city construction.This thesis takes Chengdu,the capital of Sichuan Province,an inland basin city,as the research object,describes in detail the waterlogging disaster that Chengdu,a waterlogging prone city,has suffered over the years,and objectively describes the current situation of urban waterlogging control in Chengdu.Firstly,the status quo of government governance was introduced,and then the status quo of urban waterlogging control in Chengdu was evaluated by the public,industry experts and public opinion from three dimensions by means of questionnaire survey,expert interview and data review.Based on the analysis of the current situation,the existing problems of Chengdu’s waterlogging control in sponge city concept,planning and construction were found.Then,the problems were deeply analyzed and the reasons were explored,including that the concept of low-impact development was not fully integrated into the urban planning,the theory of emergency management and the theory of collaborative governance was not scientifically integrated into the planning of sponge city,and the construction capacity of sponge city was weak.Finally,combined with the relevant requirements of the Overall Plan and comparative analysis of domestic and foreign governance experience,sponge city theory,collaborative governance theory and emergency management theory are used to determine the urban waterlogging control strategy of Chengdu according to local conditions,including the continuous promotion of sponge city construction with low-impact development,and the inclusion of emergency management and collaborative governance in sponge city planning.To promote the horizontal and vertical coordination of waterlogging control,comprehensively improve the construction capacity of sponge city,promote the establishment of smart park city,and provide useful reference for urban waterlogging control in similar areas. |
