| The level of university infrastructure construction as an important indicator to measure the hardware development of higher education, the state, schools and society are very seriously.However, in recent years the university infrastructure projects in the construction process because of no using appropriate investment control method happened budget exceeding budgetary estimate and final accounts exceeding budget problems in infrastructure projects construction stage,combined with the single source of infrastructure construction fund,the state funding amount less and less, so if colleges and universities want to better of development, it must strengthen the infrastructure investment of reasonable control management of colleges and universities.Earned value method(Earned Value Method, referred to as EVM) is considered to be the most efficient and practical integrated management method for schedule cost performance evaluation in the modern project integration management.However, with the progress of the times, the construction market more mature,more sophisticated, more competitive, while the owners demand for building products are also higher, traditional earned value method is not able to meet the future demand for multi-elements integration project management of construction projects, therefore, traditional earned value method needs to be improved to adapt to the requirements of the new situation and the new environment.Based on the previous research as the foundation in this paper, the construction stage as the key research object of college capital construction project investment control.First of all,this paper carried on the analysis on the construction project investment control and earned value method of the domestic and foreign research present situation, and the research on the construction project investment control and earned value method related theory,as to provide theoretical support for the establishment improved earned value method.Secondly,this paper established the improved earned value method evaluation methods and performance evaluation index system, mainly through the following three aspects:(1) using the principle of the statistical index to analysis and study the rationality of the calculation formula on the traditional earned value method in the cost deviation and cost performance index;(2) introducing quality factor and using Delphi method and fuzzy comprehensive evaluation method to measure the quality factors;(3) improving the prediction index, that is,by adding a new evaluation- to be completed prediction performance index(TCPI). Finally, the improved earned value method and the specific engineering examples are combined, and the application effect is analyzed, and the applicability and effectiveness of the improved earned value method for the investment control of construction projects in universities is verified. |
